STRENGTHENING ADMINISTRATIVE CAPACITY

DEVELOPING THE NATIONAL SYSTEM FOR EVALUATING PUBLIC INTERVENTIONS IN ROMANIA:
ORGANIZATIONAL DESIGN, EVALUATION CULTURE AND CAPACITY

The present work brings into focus the idea of developing the national system for evaluating public interventions at the level of the central public administration in Romania. The area of interest which is discussed is represented by the central government level, without going into detail about aspects regarding evaluation use at the regional or local levels.

In a context in which the part of the evaluation system which targets interventions financed through European funds has its coordinating centre located at the level of the Ministry for European Funds, the evaluation of public interventions financed from the national budget is a less discussed topic, without any clear understanding of its functions and without a structure which could ensure a coherent coordination of these types of activities.
